apply only to
the favoured International Medical Graduates) to the Canadian

Medical Graduate
Registration, licensure information and recruitment sites are on the same page because in most instances to get a practice position one needs licence and to get a licence one has to be registered, in order to get registered one must have some years of practice or medical training in Canada. (Joseph Heller must have been Canadian).
There are physician shortages (mostly for Family Practitioners and in some areas also for specialists) in most Canadian provinces, which will likely continue into the future (this is a 1996 article) and might require changes in immigration policies for IMGs. However licensure (temporary or permanent) and accreditation requirements are geared towards physicians from the U.K., Australia, Eire, New Zealand, South Africa and just more recently the U.S. and does not reflect the cultural diversity in present Canadian society.
Here's a good site about who are eligible for temporary licences (seems like only International Medical Graduates from the U.S., UK, Australia, New Zealand, Eire, South Africa need apply) and the process for getting one.

Most of these are sites recruiting doctors for
under serviced areas. Only the favoured International Medical Graduates
can qualify for licensure even in those areas though.
Some of these sites might be able to direct you
to hospitals and clinics willing to give contracts needed to fulfill Health
Canada requirements for a J1 sponsorship letter.

A couple of years back I contacted the recruiting office in my city
to try to get accepted into the Canadian Forces (because I had read they
were short of doctors and were on a recruitment drive) and got rejected
but I have just learned of a Canadian Citizen IMG who has had success at
getting a Canadian Forces sponsored Family Practice training slot so maybe
they've eased up a bit on their requirements.
